Similar to creamed spinach, but better!
Put the water in a large pot, and gradually add chard. Cook until it is just wilted, 2 to 3 minutes. Transfer to a colander to drain.
In the same pot, melt the butter. Add flour and whisk constantly, cooking for one minute. Slowly add milk, whisking constantly, until mixture comes to a boil and thickens, 2 to 3 minutes. Add chard and stir until coated. Stir in nutmeg and season with salt and pepper.
